A Brief Outline

The Establishment of the Japanese Chamber of Commerce & Industry, Singapore :

The Chamber was established in July 1969 in accordance with the Company Act of Singapore.

Objectives :
  1. To promote and expand both trade and investments between Singapore and Japan.
  2. To contribute towards the advancement of the Singapore Economy.
  3. To promote and cultivate friendship and mutual co-operation among the members of the Chamber, and at the same time, to contribute towards the advancement of both the Japanese and Singapore economy.
Yearly Budget :
1.360 milion (Jan.2010-Dec.2010)
Membership Size :
724 members (as of May 2010)

Presently, the Chamber is under the leadership of:
- 36 Councilors (including President and 5 Vice-Presidents)

Main Activities :

1. Suggestions & Requests

To voice out the members' opinions and suggestions to the Singapore government in order to have a better business environment. For example, in the year 2002, some major issues were discussed :
  • Power Supply Agreement with Power Grid Ltd.
  • Power Failure on 5th August 2002
  • Memrandum of Understanding for mutual corporation between Batam Industrial Development Authority and JCCI
  • Recommendation for Amendments to SIA Condition of Contract
  • Tax Haven Issue
  • Appreciation for the efficient measures and transparent attitude which the Singapore
    Government has taken in handling the outbreak of SARS
  • ' Appeal For Government-Led Measures Against Ban On Sand Export By Indonesia

2. Representative to Government Statutory Boards and Economic Organizations

Representatives from the Chamber are being sent to organizations like Singapore Business Federation (SBF) and the National Wages Council (NWC) for the purpose of exchanging valuable views and sharing opinions.


3. Sub-Committees

The Chamber is divided into 8 Sub-Committees;

1. First Manufacturers Sub-Committee (117 members)
- Machinery (Transportation Machine & Equipment, Precision Equipment and
Production Machines) Metal Engineering (including Production and Sales
Facilities)

2. Second Manufacturers Sub-Committee (113 members)
- Fiber, Chemical, Foodstuff Glass, Rubber, Cement, Petroleum, Printing, Paper,
Paints & others (including Production and Sales Facilities)

3. Third Manufacturers Sub-Committee (175 members)
- Electric, Machine & Apparatus (including Production and Sales Facilities)

4. Trading Sub-Committee (60 members)
- General trading house, traders for specific materials and products

5. Finance & Insurance Sub-committee (48 members)
- Banks, Insurance, Securities, Leasing and others

6. Construction Sub-Committee (42 members)
- General Construction; Construction-related; design and others

7. Transportation & Communications Sub-Committee (64 members)
- Marine/Air Transportation, Inland Transportation, Warehouse, Telecommunications and others

8. Tourism, Distribution and Services Sub-committee (105 members)
- Hotel, Travel Agent, Department Stores, Supermarket, Retailing, Newspapers, Audit firms, Employment Agency, Restaurants, Advertisers, Real-estates, Security, Consultants & others

Main Functions of the Sub-Committees :
- Seminars (i.e. Business Management in Singapore, National Projects & others)
- Dialogues with Singapore government officials
- Networking sessions with local & foreign economic organizations in Singapore
- Results of Survey on Wages & Bonus
- Visits to Factories and Industrial Parks
- Friendly Golf Competition


4. Special Committees
The following Special Committees have been set up for the purpose of gathering important data and information for the benefit of the Chamber's members. These special committees include :

1. Planning and Membership Committee
2. Monthly Magazine Committee
3. Singapore Economic Policy Study Committee
4. Member Services Committee


5. Survey on Wages and Benefits

Every year, the Chamber conducts the Survey on Wages and Benefits with the support of its members. Survey forms are distributed to our members and are later collected for compilation by the Wages and Benefit Survey Sub-Committee.

Main highlights :

- Salary (according to Types of Occupation)


6. Provision of information on Business Management and Economic-related Matters

A. Seminars (recently - selected themes)

- Business Strategies in China
- Investment Seminar on Vietnam
- Amendments of Company Acts
- FTA between Singapore and Japan
- Budget for the fiscal year 2006
- NWC Guidelines

B. Various Consultations on Business Management

Consultations on Business Management are provided to members facing problems in the area such as Labour Management, Taxation as well as on the various laws and policies governing businesses in Singapore.



7. Publications (in Japanese)

A. Main:

- Geppo (Digitised as of January, 2004) Chamber's Monthly Magazine that provides many interesting articles as well as
 introduces the Chamber's main activities for the month. Magazine can be viewed
 on the website and hard copy will be published annually.

- Directory of all Japanese Business Activities in Singapore

- JCCI Membership Directory 2007/2008 (Digitised as of January, 2008 )

- Handbook on how to operate a company in Singapore

B. Statistical Reports:

- Annual Report on Salary Survey
- Report on Welfare & Benefits Survey


8. Chamber's Library-Collection

The Chamber's library contains materials on both Singapore and the neighboring ASEAN countries.


9. Overseas Mission
Observational visits to various overseas industrial parks/estates has become one of major
activities of JCCI Singapore.

10. JCCI Singapore Foundation Activities (Update 2nd July 2010)

JCCI Singapore Foundation was established in May 1990.
The objective is to support the development of arts, culture, sports and education in Singapore.
The Foundation raises its funds annually with donations by member companies.

Main Activities :

- Donations to local groups for arts/cultural projects/ performances
(Donation Application Guideline)

- Awards to recognize outstanding Singaporeans for their contributions in their respective field
- List of Donations and Awards

- One-year general study scholarship at Waseda University
